I bought a Universal Control Box (to change channels and adjust volume), it has no effect on the RCA TV’s menu.
To TV Tech, I like your answer and I will try it. This is the second Television that we have experienced it with. Thanks for answering. I would reply directly, but Yahoo does not give me that opportunity!

Anyways, your problem is most likely caused by a stuck Menu button on your TV set. You have to unstick it.

Now, if it’s actually sticking, you can turn off the TV , unplug it, and take a bottle of isopropyl alcohol (70% or higher) and a toothbrush and scrub all the switches. That should remove any sticky substances between the buttons and the switches. Work the switches during cleaning so the alcoho-water blend can do it’s magic.

Wait 30 minutes before plugging it back in.

    Take the TV’s power cord out of the back of your cable box or surround receiver and plug it directly into the wall.

    When you turn off your cable box (or surround receiver) it kills the electricity to your TV. Your TV thinks it’s starting up fresh, like a brand new TV, each time because it’s been "virtually" unplugged.

    When you turn off the TV using it’s power button, 5 volts continues to run through the television keeping it’s memory for where you left off. When you are acquiring electricity from your cable box, and you turn off your cable box, the TV has no electricity to keep its memory with, so it reverts back to its starting menu from when it was new.

    This is why you had trouble with a previous TV also.

    Having your TV plugged into an outlet connected to a light switch will cause the same symptom if you turn off the light switch.
