You can use Audacity. Even though it’s an audio editing program, you can still make music with it. It is open-source and free.

http://www.megaupload.com/?d=GIODH02U. with that link you can get fl studio 9 for free. make sure to download and install winrar to your pc first. the using winrar extract the files anywhere. sadly i bought fl studio 9 before i found this, wasting 99.00$.
